I believe this new system will be unfair. Under this new system the supervisors have too much authority / influence on an employees pay. This could be either a good thing or a bad thing, depending on the supervisor. Some supervisors will be inclined to give pay raises freely and others will be much less inclined. This system will be just like the awards system. In my area of work, some supervisors put their employees in for awards (both monetary and other ways) on a very regular basis, while others who work just as hard or even harder receive nothing because they have a different supervisor who doesn't believe in putting people in for awards (no matter how good they are at their job). I know some people who have received at least 1-2 awards per year for the past 10 years, and other employees who have received either no awards or maybe 1-2 awards in that entire 10 year span.
