Management doesn't exercise it's existing authority, I fail to understand the need for this new system other than to belittle the staff. Isn't open and continuous dialogue suppose to be part of our current Civil Service System?? Just because a new personal system is going into effect doesn't change this. I am very concerned that a supervisor can rate based upon his/her interpretation of behavior and professional demeanor. This is really part of the rating system now, but not so blatent.
