General: I believe that my writing my concerns and wishes that the current proposed NSPS system not be implemented, will be a wasted effort. Since the current administration has gotten everything it has asked for since taking office. Even if it is felt that the harm that will be caused will be felt for several generations to come. I'm hopeful that I will be retired shortly after the implementation of the NSPS. Subpart C Pay, Section 9901.301 to 9901.373: The proposed pay banding does not say what fields will be converted to what band, nor does it give a clear picture of the upper limits of the band. Even if the pay banding was acceptable the individual pay increases based on performance is totally unacceptable. This is based on the performance apprasial being given by the manager's, that allows for a senario of favoritism that has nothing to do with performance. It is also based on the budget to DOD and we all know how DOD manage's it's budget's. I can see no increases or raise's for employee's for year's and year's. Subpart D Performance Management - 9901.401 to 9901.409: Same thing who says that the manager's can't hold a grude against someone, or have a personality conflict, or just plain don't like someone. According to NSPS the employee dosen't have any where to turn. Subpart F Workforce Shaping - 9901.6012 to 9901.611: Again NSPS could conduct RIF's and employees would be kept because of favoritism and not performance or years of dedicated service, as a matter of fact that may be the reason the person is RIF'd. Subpart G Adverse Actions -9901.701 to 9901.810: The NSPS has taken away all avenues of fairness, justice, and rights from the employees and stacked the deck in favor of management. Subpart I Labor-Management Relations - 9901.901 to 9901.929: Basically NSPS has busted the unions and collective bargaining of it's employees. The NSPS if implemented is nothing more that a autocratic system that allows the DOD to treat civilian employees like members of the military, in fact worse at least for the time being the military still has some rights and congress still gives them annual pay increase's. In closing I can not believe that it was the intent of Congress to allow the DOD to create a personnel system that would allow manager's to dictate where it needs it's employee's and the employee's have no rights no matter if the employee may be killed or wounded. I agree that the current system has areas that need to be fixed, but NSPS is not the answer and those who drafted it should be ashamed of the high salaries that their being paid. I also have to question when and where did the town hall meetings take place? I didn't hear of any and I don't know of anyone that did.
