Sections 9901.601-604 – The current OPM regulations list several specific grounds that must be present in order for an action taken against an employee to be considered a reduction in force and not an adverse action. Here, the regulation is stated very broadly. If the action is not taken against an employee based on the employee's personal conduct or performance, it will be covered by this subpart. This subpart will also apply to transfer of function. These areas need to be defined in detail.
