Sections 9901.601-604 Veterans' preference is retained in the 'RIF' provisions of NSPS. Retention factors will include performance, veterans' preference, tenure of employment, length of service, and 'such other factors as the Secretary considers necessary and appropriate.' Conceivably, one could compete for retention based on one's 'loyalty', how one 'dresses', or how well one 'gets along.'
