The section on RIFs is discriminatory against older employees especially women. A great majority of women in the Government do not have college degrees. If a RIF happend, a woman could be out on the street if her evaluation was a little lower than a younger person with a degree. I think that seniority should remain the same as it has always has been in a RIF situation. I can't believe that experience isn't important to those who wrote this! With the government downsizing and all the budget problems, we need to leave this the way it is now. Also, on the cost of living, every employee should be entitled to a cost of living because of the reason it only pays for the health insurance that goes up every year. You will force us to decide on whether to live or have health, life insurance etc. I don't see this as a way to treat your employees. There are some good things in this change, such as paybanding, performance awards, and hiring. But, apparently, the average federal employee and women were not taken into consideration while it was being developed.
