The proposal to enact the National Security Personnel System is yet another assault on the rights of workers by management, under the 'guise' of 'national security requirements.' This proposal, if enacted, will revive all the worst characteristics of the political "spoils system", wherein (political) loyalty is the determinant of rewards 'dispensed' by managers. As a veteran, and Department of Defense employee for more than a quarter century, I feel that adoption of the NSPS personnel management system will become a vehicle for widespread personal abuse by managers, particularly those whoho are intolerant of (any) views not in concurrence of their own , including personal opinions completely un-related to the workplace, and mission accomplishment.
