Workforce Reshaping. It is unfair to target a reduction in force to the levels proposed in the NSPS plan. Implementing the multiple ways of eliminating ways of eliminating personnel and at the same time severely restricting opportunities for reassignment during a RIF, management can severely punish any unit or personnel (to the point of firing employees) for political or personal reasons having little to do with performance. The current RIF process which has been methodically developed over time has balanced employee security with personnel requirements. There is currently a method for documenting adverse performance. If that is a problem, train managers how to document adverse performance for those individuals and use that process. But, LEAVE the current RIF process in place until more work is done for the remainder of the NSPS implementation, and don't rush into something this important so fast with a half-baked analysis. We apparently won't even get any process training until the last minute. How fair is that on something this important??
