The new system must somehow protect performance ratings (and therefore salary levels) from the good ol' boy syndrome whereby senior management plays favorites. So many rank-and-file workers fear that the NSPS performance-based pay-banding will only expand the favoritism to now include salary levels that in previous votes they have consistently voted pay-banding down. Of course performance-based pay-banding sounds good in theory; but the devil is in the details.
