Why NSPS How does ay Banding give the employee flexability to work assignments? My job is so flexable now I get to see exotic places like Kuwait and Iraq on a regular basis. Classification Why do we need to replace the General Schedule system I've worked under for over eleven years? I would prefer the option to be able to choose wether I wish to participate in the new system. After all I was given the choise wether or not I wanted to join the FERS. Will I be eligible to receive ProPay since I will now be lumped with other computer specialized employees. People in my speciality are receiving a 25% pay differential. Performance Managment Who decides wether my performance will warrant a pay increase? It seems that this just opens up tyhe door to favoritism. When will the managers and supervisors be trained? I haven't seen any training as of yet and your talking about instituting this program before we've had time to look at it. Reduction in Force Why is performance going to replace senority? It looks to me as though this will open the door to age dicrimination. Appeals Who in DOD is going to be able to review appeals? Aren't you just creating another burocracy instead of repairing the system that is all ready in place? Labor Relations Why do you need to expand non-negotiable managment rights? Your destroying any checks and balances the union used to protect the workers. Why do you feel that you need the power to make royal decrees like some dictator? I really had a hard time swallowing this one. Other Provisions DoDs ability to modify or adjust pay, standards and qualifications are going to supersede the right I enjoy under Civil Service? Other Civil Service emplyees not attached to DoD will not have to play by the same rules and regulations? This doesn't make any sense at all. When you talk about extensive training for supervisors and managers, is that more than just a couple of hours. How are these managers going to impliment this program when there is no training as of yet? You would think that such a dramatic change would entail training at least a year before the program would take effect. I don't see a need for these changes at all. I have been employed by the govenment for over thirty years. I have been to Desert Storm in !990-1991 and supported OEF by deploying to Kuwait and Iraq. My job requires that I support the Army when they deploy where ever they deploy. I took this job fully understanding this requirement. I share the same danger and hardships as the military when in the field. I'm seperated from my family the same as the military. So now my reward for all of this is to be bullied and threatened to make me do my job. This is really a sad situation to be placed in after thirty plus years of faithful service to my country. Making us adhere to rules and regulations that don't apply to the rest of the Civil Service is like declaring us second class employees. My job decription states specifically what my responsibily is and the way my job is done. It sets standards that I meet every year without threat or fear. I have enough to worry about because many people depend on my ability to keep the Army's Intelegence collections assets functioning in the field. I do this willingly because I am an American Citerzen and I took an oath when I accepted emplyment.
