I feel that the proposed NSPS would be a terrible injustice when compared with the old GS system. First, cost of living adjustments should be available to all employees regardless of performance. COLA is a basic right which is required just to stay even with inflation. Second, this system gives supervisors too much power to give the lion's share of pay raises to their favorite employees rather than the more egalitarian approach that is used now. It is almost certain that the average employee will see lower wages than they would have received under the GS system. Supervisors also have far too much power to reduce an employee's pay with little that the employee can do about it other than entering a long and likely fruitless arbitration process. The ability to move Air Force civillians at will is also troubling as this is not a right that the Air Force had in the past. As a total package, the NSPS will demoralize the civillian workforce and it should not be implemented.
