As a federal employee with over 30 years of service, I strongly support the new regulations that reward high-performing employees and give some incentive to remain in federal service when retirement age rolls around. I have been at the top step of my grade for many years. There is currently no financial reward for the experience, expertise, judgement, and wisdom of "mature" employees over those decades younger. Age, by itself, does not ensure a high level of competence, initiative, or productivity. Therefore, rewarding all employees based on performance, with the ability to more quickly hire qualified applicants and remove underachievers, would help bring the government sector more in line with what the public expects out of its civil servants.
