Sec. 9901.311 Major features. The entire purpose of the creation of the GS schedule was to ensure equity and prevent political preference in guaranteeing promotions and salary increases. As anyone who works in the government knows, promotions already are based on favoritism and micro-level internal political influence. The current system as proposed will only aggravate an already broken system. A better alternative is to leave the current schedule in place, and remove the time restrictions for upward mobility and initial hires. Much simpler, less cost, less aggravation.
