The purposes of the NSPS are supposedly to increase flexibility in hiring and reward or discipline employees on the basis of their preformance. Flexibility in hiring: I submit that a wide pay band range in which the employees minimum wage is lower that the present grade wage will do much to discourage competent individuals from applying to DOD positions. I certaintly would not apply for a position whose minimum grade is less that what I earn today, and I have consistently received the highest performace evaluations for the last 10 years. Reward performace: As DOD employee, my experience with performance awards is that they are tightly linked to the fiscal situation. Equivalent performance levels are not rewarded with consistent monetaty awards. Requests for quality step increases have been denied during tight years. I am concerned that during tight fiscal times supervisors will be pressured into evaluating downward to keep costs low. As the evaluation is discretionary there is much room for abuse in this system. Modification of the current system to limit step increases or performance awards to those receiving performance evaluations of 2 or better would efficiently reward successful employees without necessitating the overhaul of the entire pay system.
