Pay Banding: a good idea; a way to reward and encourage excellence, ethical behavior, creativity and fortitude. Will it succeed? NAF pay banding has not been a resounding success. Why? For the same reason AF pay banding will fail: favoritism, sloth and guile - in varying proportions. However, I am not pessimistic. I am realistic. And any realist will tell you - there is always a solution (we just have to be sure we do not under-estimate the wit of the ignorant.) Solution: require that all pay-banding recommendations be made by a multi-disciplinary panel (much as job candidates are selected) and have the recommendation reviewed by a higher authority, if the recommendation is for a VERY big jump in the pay band.
