The concept of "Issuances" is of great concern. Granted, the current personnel system may not be the greatest but everything about it specified without the freedom of change at one persons whim. To allow changes to happen at the stroke of a pen, and most likely without the benefit of consulting any union, is a step backwards. "Issuances" could happen whenever something doesn't go the way the Secretary of Defense would like. That could be done to change the pay pool at any time, change the pay bands any time, or even how you can change form one pay band to another. The NSPS needs to be more specific.
