NSPS appears to place increased responsibilities on supervisors/managers. I do not believe that our current staff of supervisors/managers has the ability to handle the increased responsibilities as defined in NSPS. They are not very efficient at handling people under the current system. So far as I can tell, they have received no formal training in the new NSPS, and USACE is scheduled to be one of the first organizations to implement NSPS. Without competent and well-trained supervisors/managers, NSPS is going to be impossible to implement and maintain.Also, DOD has yet to publish the regulations necessary to implement NSPS.
