Has any thought gone into adding a section concerning Competitive Sourcing, and how this may affect federal positions if they lose competitions, and how this may affect other personnel during the RIF process (changing paybands, switching paybands, etc.)? There should be something written about this subject in a new personnel system. Thanks.
