My only comment is that this seems to be more of a political ploy to reduce the rights and benefits of Defense Federal Employees than an actual system improvement. What is the evidence that justifies this change? Where is the proof that this is urgently needed? We are moving backwards instead of forward. Instead of striving for a true merit based system Defense Department employees are now being subject to the whims of upper management. Finally, the new system will enforce and reward sycophantic practices, which are already problematic in the current system. Thus creating a less productive and more hostile work environment.
