Pay Bands: The NSPS proposed regulations included the adoption of a pay banding system that simplifies job classification processes and provides flexibility to assign work in response to changing mission requirements and new technologies. What are the changing mission reqirements and new technologies? I worked Civil Services since 1990 and to my knowledge there wasn't a mission that wasn't performed by providing flexibilities to assigning work in response to mission requirements. Working with Active Duty personnel you adapted to changes in work assignment on a daily bases, because of the Soldiers constant resignement from the office on others assignment. Formation, PT, Schooling, Field exercise, etc.... As Civilian we had to carried out the mission in a timely manner because we didn't know when the soldier would return. What new mission now requires anything other then what we have giving in the past? Please review this propose to make sure you are being fair in your stated proposal as it relates to your Civilian work force. Please give more information on the so called Broad Career Groups? Are they to Broad to let the people whom you propose to work in them know exactly what they are? I proposed that you leave the Grades and steps increase as they are and revised the hiring system. The proposed pay system is intended to attract, develop, retain, and reward high-performing employees through appropriate compensation. The system that we have now attract, retain high-performing employees. The local market conditions are the forces that is driving the high-performing employees to seek jobs working for the Government. Most Civil Service jobs are stable and if Ripped you are not out of the door but will be places in another job. Job security in this day and and time speaks louder then words. In the Local job market, the average job salary is just above minimum wages for jobs that do not require at least a two year degree or technical training. How could you compared working Civil Services to working in the local job market? No comparison. In retirement areas where the majority of the people living in cities that the military is the primary sources of income, retired military and their families have jobs working in the local job market because they can still pay their mortage with their retirement check and work in the local job market just above minimum wages. They can live comfortable. Think about it when they bought their homes the average mortage was not over six hundreds dollars a month. But house and mortages have gone up and working for minimum wages force people to get another job to of set the different in income. Please reconsider this proposal.
