You have not put out enough information for any person to be able to make an intelligent comment. You have not even given the pay band parameters, yet you expect us to be part of the process? I doubt that. I was my squadron's employe of the year, so I do a good job, but I wonder what makes you think this system will be any fairer or less subjective than the current one. The military has changed their rating systems several times, yet one markdow is viewed as failure, so everyone gets top scores. As long as civilian personnel and people in general have control of the purse strings, the system will fail to improve. Generic pay raises are better than what I can see of this proposed system. It was tried under a GM system years ago and resulted in lawsuits. How do you prove "mediocrity"? How do you show "outstanding"? How do we stop executive hirers from getting all available cash bonuses? Congress has over expended itself and the nation and continues to do so, yet you want to curtail our small raises... at least that its the feeling out here. I am disappointed again.
