The new Reduction in Force (RIF) rules published in the Federal Register for the National Security Personnel System (NSPS) does not fairly protect employees based on seniority or veterans preference and would allow a senior veteran in a particular branch to be RIFFED while a 3rd year employee in another branch would not be considered. A RIFF should always consider employees in an entire organization, not some subset of an organization.
