Federal Register/ Vol. 70, No. 29 / Monday, February 14, 2005 / Proposed Rules, page 7575, subpart A, Chapter 9901.101 (a). Insert a sentence at the end of this section. The sentence shall read: This part also authorizes voluntary early retirement and separation options for those affected DoD employees. The early retirement/separation option shall be exercised at the discretion of each affected employee and each early retirement/separaton option shall not include age penalties required under current retirement provisions. To not allow early retirement or voluntary separation without penalty makes us NSPS slaves, not employees. When we joined the DoD we, volunteered to be a part of the Civilian Personnel System. This system pertained to all Federal workers. NSPS gives us no option in a country where freedom of choice is so resoundingly touted. To differentiate between DoD employees and other Federal government employees for any reason is unconscionable. We are all federal employees and not special because of the security needs of the country. To claim that we are weakens the federal government and the nation.
