According to the proposal, supervisors who rate employees will be subject to the proposals themselve, and thus have an incentive to ensure they do a good job. How does this affect military supervisors of civilian employees? Will those military members have their pay calculated under NSPS, or will this potential safeguard against supervisors who are not well-trained on the system (such as military members who rotate through positions rather quickly, and may not receive any training on the system) simply not exist, and is "fluff" in selling the system to employees?
