This proposed system appears to be more of a return to a preference system than a performance system. That was completely unacceptable when it existed in the past and was the reason that the Merit Protection System and the General Schedule were put into place. The current systems prevents abuse. It is understandable that DoD would want more flexibility in hiring, disciplining, firing, etc., but this proposed system far overreaches the mark. Concentration on performance is not a bad thing. Concentration on performance to the exclusion of most everything else will be destructive. Also, it is disingenuous for the proponents to deny there is a proposal to assign civilian employees in a way similar to how military service members are assigned, because there is such a proposal. However, there may be less of a chance that civilians would be assigned to a war zone than perhaps being assigned to a location, in the continental U.S. or elsewhere, to which one would rather not move.
