Comments:
This proposed system is not for the civilian workforce. Someone very high up should take another look at it so they can see that it will hurt the entire civilian workforce. It does not benefit them at all and there is nothing good about it. The old system works and gives the employee incentive to do their job. Under this new system there is no incentive at all. No incentive!
