The proposed National Security Personnel System (NSPS) regulations issued by the Department of Defense (the Department) and the Office of Personnel Management (OPM) are deeply disturbing to me as a Department employee. Besides the reduction of employee rights, I'm concerned about the proposed system of applying raises based on a supervisor's recommendation. We all know that this system has always been rampant with discrimination and has continuously been used as a threatening lever to manipulate employees. The current system based on seniority , productivity and consistent evaluations is the only fair and just way to determine salary levels and awards.
