I HAVE BEEN A FEDERAL EMPLOYEE FOR OVER 30 YEARS AND HAVE SEEN MANY VERY DEDICATED AND PRODUCTIVE EMPLOYEES BUT THEY DID NOT ALWAYS HAVE GOOD RELATIONSHIPS WITH THEIR SUPERVISORS, SIMPLY DUE TO PERSONALITY CONFLICTS. THE IDEA OF PERFORMANCE OVER SENIORITY IN A RIF SITUATION REALLY MAKES IT EASY FOR THE SUPERVISOR TO TAKE CARE OF THEIR FRIENDS OR CO-WORKERS OF MANY YEARS. THIS CAN PUT A LOT OF GOOD HARD WORKING PEOPLE OUT THE DOOR. NOT A GOOD IDEA AT ALL. ALSO, NOT GETTING YOUR NEXT STEP INCREASE DUE TO A PERFORMANCE BASED DECISION ISN'T SMART. MANY SUPERVISORS WILL USE THIS AS A TOOL AGAINST THE WORKFORCE AND REALLY DESTROY MORALE. WITH ALL THE DOWN SIZING THINGS IN THE GOVERNMENT ARE BAD ENOUGH. THIS IS JUST AN EASY WAY OF HOLDING PEOPLE BACK. AGAIN, WHEN THERE IS A PERSONALITY CONFLICT INVOLVED DON'T EXPECT TO EVER GET YOUR INCREASE. SOME SUPERVISORS FEEL THAT IF THEY DON'T GET AN INCREASE THAT NO ONE UNDER THEM DESERVES ONE EITHER. THE OLD SYSTEM HAS WORKED FOR MANY YEARS - IF IT'S NOT BROKE DON'T FIX IT. IF IT IS BROKE FIX IT THE RIGHT WAY AND THIS DEFINITELY IS NOT THE RIGHT WAY.
