This is an overal comment on the NSPS system. The old system works fine and there is no need to change it. There were rules in place for management remove poorly performing employees all along. It just required a manage who was willing to document the poor performance. Now many people are going to pay the price for poor managers and poor performers. This new system has no process for an aggregate group of employees who are performing well to get rid of a poor manager. There should be a process for employees to give feedback to the poor manager and the poor performer.
