I work for the Department of the Army and have done so for 24 years. I worked at a previous Army Depot, now a DLA depot, and an Army Command under AMC. I know that you will implement the NSPS despite all the cons against the system. So, here is my 2 cents. 1st, leave a Union Bargaining unit in force so the average worked can grieve unfair practices. 2nd, do something to train your Supervisors/Managers to give fair performance appraisals. There is blatant favortism under the old system with supervisors giving higher awards to some employees, not based on performance. The only thing that made it a little fair under the old system was the steps and the yearly raises. The RIF by Veterans Preferance and Seniority gave the good workera chance. You are removing that with the new system. Keep seniority involved --I know Veterans Preferance is and should be kept. Build specific criteria that personnel have to meet and that can be measured so that Supervisors provide yearly increases/rewards so that the favortism does not get worse.
