Those personnel in step 9 or 10 of the GS scales that are put in pay bands as the top grade in that band have no incentive to work harder for a pay raise, all they have is the prospect to be reduced in pay. For example, if a pay band covers GS-11 through GS-13, then GS-13s in step 9 or 10, have no room for pay increases other than any COLAs. Recommend the max salary range for each pay for each band at least 25% higher than the top step for the top grade in that pay band.
