To allow an employee's salary to be set at the sole discretion of a supervisor is dangerous. There are supervisors who hardly know what their employees do, let alone comprehend the quality of their work. Too much incompetence already exists in the GS pay system, and it threatens to undermine the effectiveness of the NSPS. My supervisor doesn't even realize that the dedication and hard work by a small handful of us is what consistently makes him look good. And he certainly has no means by which to effectively & accurately rate our performance. The new system MUST allow for an employee's performance to be rated by persons other than just their supervisor. In my agency, I would much rather have my customers, my peers, and my subordinates rating my performance; They are the people who truly know the quality of my work and the level of effort I put forth.
