This change is not a good idea because I feel it is a way in which the Bush Administration is ridding of the Federal employees. The change will not help the Federal employees excel. What happens if the employee has waited the two yrs foe a step increase and now they donnot get along with their boss so they never see the step increase. They are too many incompetent upper management people, they are in no postion to judge the middle management. I feel the way the system was protects the employee somewhat.
