Dir Sir or Mam, For more than ten years I have served as a federal DoD Civil-Service employee. During that time I have seen the good, the bad and the ugly of the current Title-5 USC / 5-Code of Federal Regulations Personnel System. That being said, I firmly believe there are already enough flexibilities built into the current System to achieve the essential goals of the NSPS. Case in point, I witnesses a federal GS-12 step-7 Supervisor demoted to a GS-11 step-10, suspended without pay for three days and having his supervisorship revolked. This was due to "timecard fraud." I certainly feel that losing $400 per paycheck and being demoted as referenced above is Great Flexibility. Also, I have seen employees GS-level increased via increation of duties and meritorious step increases. We already have a system that is proven and tested. For these reasons, I oppose the implementation of NSPS and I urge you to act to instruct the Secretary of Defense to halt any further development or implementation of NSPS.
