The current hiring process is a joke, full of holes which allows applicants to 'fudge' their qualifications. Seems the 'New system' will create more holes and allow the 'managers/supervisors' additional ways to hire the most 'qualified person', which is likely to be someone they favor. If your name dosen't appear on the most qualified list, just send it back and the supervisor will rewrite the job description, qualifications, etc. I have been told by numerous personnel that they copy or rewrite the job description to their resume without any regard to their true background. This process guarantees you will be qualified for the job. The supervisor has to much leeway on who is hired. There is a great need to have OPM or CPO be involved in the hiring porcess, and not just using automation to 'scan' resumes for 'key' words. Doctors, nurses, lawyers are required to have college degrees and certificates to be such, so why not apply this reasoning to the whole GS system? Accountants above GS 7 will be required to have a degree and credit hours in accounting. This rule can apply to Personel specialist (HR classes), Information Management, Training, etc... There are far too many DOD civilians that have been promoted to senior (GS 11 and above) postions because they are hard workers, kiss the boots, say yes to many times, and become cheats to the hard working TAX PAYERS of the United States. Why do we have to hire experts that just left the government? Most of the time, they are truely not experts. Why not bring back the Civil Service Exam to test the knowledge of the applicant? We need to have a real system that allows the best performers, with the knowledge of the job and educational background, to be promoted to senior postions. One more joke..government training courses, which go a long way for personnel to be 'qualified' for senior jobs. If you are working at the job, you are learning. This isn't brain surgery, or talking to some personnel, maybe it is? Lets get and keep the best and have a TRUE system that will make this happen!
