I have talked to alot of federal employees both in the General Schedule and Wage pay grades. But, there are more pay schedules out there that most people are unaware of, such as the WB's (wage board), XY's, etc. Those pay grades are determined by a board survey industry wide for the type of jobs those employees have. Wage Board for example encompass employees at Hydroelectric Powerplants. They have a fixed pay plan with other pay benefits that General Schedule and Wage grades do not have due to the nature of their jobs. How will this affect those? Supervisors and Managers are not created equal...nor do they all think alike. I have worked for some outstanding supervisors, then again I have worked for some terrible ones. Everyone of them portrays different leadership styles and traits. Everyone of them could essentially rate the same employee differently. I don't agree with having the supervisor set the employee's pay depending on what level of performance that supervisor thinks the employee deserves. I know of a supervisor that firmly believes that nobody deserves an "excellent" on thier respective performance evaluation. I know of some supervisors that rate all of their employees with an "excellent". This is not a fair and just system. It will be subjective in the minds of the supervisors and managers. It should be quantifiable and measureable. Performance goals should be precise, clear and obtainable. The employee should be rated for the actual performance he is accountable for. I just hope something can be done to eliminate some of these obstacles that seem to be already in place. A joint decision by both DOD and the Unions should really take place. There are other problems with this NSPS such as the "one process for appeals"...especially if an employee can justifiably greive an unjustly and unfair performance rating. I can't believe that the Unions have not been included in some the negotiations and decision making processes. Thanks, A Career Federal Employee
