Classification - Subpart B..Apparently all PD's will have to be re-written to be able to broad base the positions across occupational career groups. (Time and Cost) Pay and Pay Administration - Subpart C....Apparently this will end up as a duplication of effort with OPM and Homeland Security ( Time and Cost) The document has very little clarity to it since it does not provide a set of the pay bands or what performance standards will be utilized. The current system actually has been adequate and timely when all parties comply with the rules as written. Performance measures are only as good as written by those who want to interpret them for their need. How the dollars are placed for raises will be very interesting to monitor. This system proports to improve the existing system when really it leaves it open to subjectivity of performance ratings. (the cost of implementing the system will probably take away from any real dollars for performance.)
