The only concern that that I have with NSPS is the administration of the performance rating reviews. How do you keep out personal prejudices by managers and supervisors? Unfortunately, the DoD does have a percentage of managers that manage on a personal basis rather than a professional. Another concern is funding the pay for performance program at the appropriate level. Will there be adequate funding provided and will this money be fenced for pay for performance only? I personnaly believe the NSPS can be a good personnel system if safe guards are in place to address the aforemention concerns. Thank-you.
