This system has little to do with National security and more to do with trying to do away with your collective bargaining and negotiated rights as a Government worker. This present administration does not like unions or any time of collective bargaining to try and be fair. The politicians in the past have taken our retirement system CSRS away and put us in FERS and told us what a great system this is suppose to be. This is a very costly system the same as what they want to propose for social security and their private accounts. They have procedures in place now that would punish those workers who do not perform up to expected levels, but management will do little about it and reward these people anyway, how is this going to change you are going to give supervisors more authority to dispense money where they see fit. There is numerous and widespread nepotism for Directors bringing in their cronies and relatives to reward them beacuse they are in a position to do just that. This plan is reprehensible and does very little for most employees in this system. It will give mamnagement the right to hire and fire who and when they choose to with no union protection.
