The proposed changes to Labor Management Relations (Subpart l, section 9901.917 - Duty to Bargain and Consult, and other sections) will allow the DoD and it's hand-picked National Security Labor Relations Board to decide when to bargain with the unions, and when not to, over changes in working conditions. This changes the current law that requires bargaining over any changes in working conditions, conditions of employment, and past practices. It concerns me greatly that Leave Schedules would be set solely by management with very limited employee/union input or appeals.
