The system sounds good in theory, but it fails to take into consideration the fact that not all persons do things in a fair and equitable way. Under this system, the supervisors will have total control over the positions, promotions and rewards. Some supervisors because of simple human nature will reward their friends and favorites and others will be ignored even if they do an excellent job. Where is the recourse if an employee is treated unfairly. It has been my experience that if there is a dispute between a supervisor and a subordinate employee, upper management always sides with the supervisor. With a system like this I envision all sorts of possible abuses of power on the part of management persons. Many will try to be fair in their decisions but many will not. I feel that the Good Ol Boy system will take over and the mission and goals of many divisions will be lost. There will be many rewards and promotions given out for favors or for friends but not for jobs well done.
