Veterans' Preference- For RIF, will the 1A and 1B process remain the same? Current annual appraisal system is a joke! 50, 75% is an F in most school systems. What happened to 95-98% defined, measured and documented? Conduct as an element of performance is more worthless social engineering! Is it more important to be nice to a 50%er (as the other 50% of their work is passed to a co-worker) than to expect them to actually perform? This ranks right up there with Consideration of Others as a new all time low for DoD.
