I am just addressing the NSPS system in general. In order for a system like this to work, the key in training the supervisors, but performing the work we do is not like producing widgets. It is difficult to measure what we do. Also, requiring face to face interviews between supervisor/employee four times a year is unrealistic. Supervisors work like employees. They do not just supervise. I have one subordinate supervisor who performs 40 performance appraisals, plus he has to ensure that the work gets done. This part of the system will place undue hardship on the supervisors. Also, I predict that you will get more EEO complaints, more grievances, and more ULP's becasue of this new system. Each time, supervisors will be blamed becasue they have not done their job correctly. We need a change for sure, but supervisors need to be given more room to make decisions that are final and cannot be contested. Then if the supervisor is making poor decisions, management can deal with him.
