I feel the new system as unfair to the employees that have worked so hard for thier retirement and thier familys. I see that Government will mandate how hard you work to give you a rating, a reduced rating of your peers or your Supervisors. If you are not in the group or the team you will not receive anything. To group jobs so the they meet the same as the employors on the outside, I do see why it would happen now, nobody did it before, why now? This system is designed to take away from the people not to help them, to get the highest rating you would have to walk on water on your hands, this system will not help anyone but the few in government that are at the top, so they recieve the award moneys. Pay banding is just another way to keep employees in the save money for Government way. We do not need to have a system that takes away our rights to have UNION represtion this is the USA and not a dictatorship. Unions have worked hard for government to help maintain employees rights and the governments, to use anything is just does not make sence. The New System will cost a lot of money to teach and or interduce, why change something that's not really broken, fix the system we have now, do not throw it away. Give employees what the deserve and they will be TEAM PLAYERS. If the PAY needs raised then raise it, if a posision needs raised to meet the outside then change it. We have a system that needs fixed, it just sat there and nobody wanted to change it, so change it and make it work. We need to put more money in the budget to make repairs to lock and dams, not put off the work that needs done, and wait for it to break.
