Comments:
Federal service employees have already been subjected to an example of NSPS and it has not improved the moral or capabilities in hiring the best people. I do not think NSPS regulations are an improvement to the civil service system and will cause most dedicated employees to seek employment else where. This regulation must be defeated in its entirety and reworked to provide equality for all employees.
