Comments:
The new National Security Personnel System flies in the face of common sense, good government, and merit protection that civil servants have earned over the years with their blood, sweat and tears. The Bush administration in general and Secretary Rumsfeld in particular have contrived this "system" to rid the government of what they determine to be boat-rockers and malcontents. In other words, under NSPS, if you object, you will be gone. Sounds rather Orwellian to me. We will have fewer rights and our pay can potentially be capped. In our working future, if we do not easily get along with our supervisors, they simply rate us so low that we will no longer be allowed into the "pool" for paying of wage increases. After an yet-undetermined number of these unsatisfactory periods, Uncle Rummy's system can have you removed, no appeal, no ifs, no ands, no buts. You could even potentially be sent to some foreign service without even so much as a by-your-leave. We have been subject to a town-hall meeting at which one of Uncle Rummy's clones attempted to explain the new system to the cerfs. When questioned on specifics of how certain things would work, he gave us the "Ragu Theory"----trust me it's in there. Well, I, for one, do not trust ANYTHING espoused by the Bush administration and his one world order neo-religious order. This new personnel system is no different and should be summarily tossed on the trash heaps of Foggy Bottom.
