I would strongly suggest that a payband incude what is currently GS-12 & 13s. Why?, because we the Corps and other federal agencies need to be able to maintain a level of technical expertise. When an employee reaches the GS 12 they have to become managers to get a GS-13. We should have a method for rewarding a person because they have a technical skill or are great performers and not force them into management to get a GS-13. Here in the Fort Worth District, Corps of Engineers have lost many of our GS-12s in the Real Estate, Contracting, and Planning Divisions because GSA pays their technical people more (GS-13) and the private sector rewards employees for thier technical skills. This fact, combined with the number of retirements on the horizon will devestate the expertise within the Corps of Engineers and other Federal agencies.
