I continue to read with interest the comments from my federal government colleagues. As a manager responsible for over 50 individuals, I can report in this forum that I will embrace the changes proposed by NSPS. Of the individuals I manage, I do have marginal performers who are consistently in the way of those who wish to improve themselves. The current system rewards mediocre behavior at the peril of those who pull their own weight and go beyond the normal call of duty. If I take steps to remediate ineffective behavior I am often faced with administrative grievances and then called into explain my decisions. The frustration I have in trying to do what is right for those doing their job continues to increase with the constant performance of the marginal performer who practices to perfection the ability to do just enough to get by. The substandard employee is always in the driver seat when the supervisor takes administrative action. The employee can make mistakes, and often does, in the record but only one misstep by the manager and the employee receives all the protection. I have employees that continue to disagree and fight management’s decision even after long meetings to obtain consensus and agreements are finalized. These employees are the 10% that most every organization has and takes 90% of management’s time to deal with. But that is why I am the supervisor and get paid the big bucks. I look forward to NSPS and the changes it will bring. The old system is broken and cannot keep up with the changing world events. For those colleagues who want to continue down the same old path, take a reflective look and do a self-assessment of your performance. Maybe you will be the most impacted with the changes implemented by NSPS. Competition is not bad...it will bring the best out in all of us and the eventual winner will be the American taxpayer.
