When I started Civil Service I came in under a program that was similar to what this Reg will cover in performance appraisals. We go back to the good old boy net work of appraisals. If you were in with the network you got good appraisals irregardless of your work habits, reliability or ethics. We have needed the changes that this proposed regulation puts forth in all other areas except for being rated by a person who came up in the good old boy or girl and dead wood network. I have reservations with that. I also have always had problems with military retirees not being called veterans, I started working with people who had no war experience, leaving the Army with a bar to reenlistment etc. being called veterans while being told that sence I am a retiree I could not be classified as a veteran. I have grown used to this however after 28 plus years of service in CS and 20 years of active Army. This probably will always exist because the mentality of the powers that be.
