All my requests for information from my personnel resources office have been answered by "At WPAFB NSPS will not be fully implemented until June 2006. All issues will be addressed by that time". This is not an answer and only increases the question of what is there to hide. My management chain is more concerned with how a decision looks to the General rather than is it the "right" decision for the AF. This will only be enforced under the new NSPS system from what I have read. Management will also be able punish whistle blowers more effectively with this system without fear of it appearing to be a reprisal action. Our Management has a documented history of reprisal with those who professionally disagree with them. NSPS will give them a free hand to punish or reward at their whim without regard to professional performance. They have already demonstrated using the withholding of training to prevent certain workers from being eligible for certain promotion positions. I have been fortunate that I was able to achieve all academic requirements before joining this organization. If I had not, I would not now have the skills to do my job as I have be deemed too "mission critical" to be allowed to go to an requested professional classes the last three years. Job performance and excellence is not a problem for me. Management recognition for the performance is the issue I do not see changing under NSPS. There is no structured way to ensure management reward people appropriately for their professional output/ideas.
